When to compact road subgrade and when to stay off?

We are building a new road in an area of town known for having some wet ground. I had heard that staying off some subgrades and not compacting them is the best thing you can do. Does anyone have any info or pictures of subgrade situations where they decided not to compact the subgrade? We don't want to make the situation worse.
