Adjust a monument casting without damaging monument.

We have to adjust some monument castings back up to final asphalt grade. The monuments inside look a little older. Will a standard jackhammer be too powerful to salvage this monument? Has anyone ever done these in a certain way that is careful enough to ensure the monument doesn't get moved?
